In order to further standardize the reporting of balance of payments statistics through banks, improve the balance of payments statistics declaration system, and facilitate banks and reporting entities to more accurately understand and implement the declaration requirements, the State Administration of Foreign Exchange revised and formed the "Guidelines for Reporting Balance of Payments Statistics through Banks (2023 Edition)"
, which was published on the website of the State Administration of Foreign Exchange on May 6.This notice shall take effect on June 1, 2023.The Notice of the State Administration of Foreign Exchange on Printing and Distributing the > Guidelines for the < of Balance of Payments Statistics Reporting through Banks (2019 Edition) (Huifa [2019] No. 25) is abolished at the same time.
The 2023 version of the Guidelines amends the description of the reporting principles, spot transaction declaration, centralized receipt and payment declaration, QFLP/QDLP, bond connect, panda bonds, wealth management connect, A-share reduction declaration, and online shopping declaration in the previously released "Implementation Rules for the Statistical Declaration of Balance of Payments through Banks".The contents of this adjustment are as follows:
